Wanted to draw Tobi again after not drawing him for a while (I'm busy working on a review for my YouTube Channel) So I wanted to try drawing him but a bit more.. different, I've been sorta changing the way I handle the outlines which explains why the thicker outlines blended in, along with making his shoes and bowtie a deeper shade of blue, to contrast with the black outline :D
